Leadership
The Customs Service is headed by the Director, who is appointed by the Governor. The Director is assisted by the deputy director for the frontier posts and the Talas Customs Clearance Terminal and by the heads of the departments listed below.
Uson Yakupov
Director of the Customs Service · since 2016
Uson Yakupov was born in 1962 in Kobozev (now Nurzhan). In 1985 he began work at the rail customs post at Kobozev and has served in customs since that time.
In the territorial period he worked at the rail border station and at the posts of the northern frontier. In 1995 he completed a course of training with advisers of the United States Customs Service. He later held posts in the central office of the Service in Talas.
Appointed Director of the Customs Service in 2016. Under his direction the Service has made full use of the X-ray scanners and electronic declarations introduced at the Talas Customs Clearance Terminal in 2015, put a vehicle scanner into service at the Talas North Terminal crossing, and since 2025 keeps shared inspection hours with the Uzbek posts at Kyzyl-Tuu and Dostuk.

Receives citizens on the second and fourth Monday of the month, 10:00–12:00, by prior appointment.

Anvar Sultanbekov
Deputy director: frontier posts and the Talas Customs Clearance Terminal · since 2022
Anvar Sultanbekov was born in 1974 in Talas. He was appointed deputy director of the Customs Service in 2022. He is responsible for the customs posts at the frontier crossings, the Talas Customs Clearance Terminal, the bonded yards and transit under customs seal, and directs the work of the frontier posts directorate.
Receives citizens on Wednesdays, 14:00–16:00, at the Terminal, and on the first Friday of the month, 10:00–12:00, at the Chu Gate post.
Aizhamal Duisheeva
Head of the press service · since 2019
Aizhamal Duisheeva has headed the press service since 2019. Requests from journalists are accepted in writing at press@customs.iradgov.org; filming and photography at the Terminal and the posts are possible only by arrangement with the press service.

Tariff and Customs Value Department
Head: Nurlan Kalykov
Assigns goods to the duty bands of the Customs Code, checks the customs value and the exchange rate applied, gives written answers to importers on the band for their goods, and keeps the list of goods on the duties page.

Frontier Posts Directorate
Head: Kubanychbek Myrzaliev (under the deputy director)
Runs the customs posts at Chu Gate, Talas North Terminal, Nurzhan rail border station, Kyzyl-Tuu, Dostuk, Suzak and the local crossings, alongside the Border Demarcation Brigade of the Republican Gendarmerie; sets the duty rosters and publishes the notices on hours and closures. See Crossings.

Terminal Administration

Clears containers and bonded freight at the Talas Customs Clearance Terminal round the clock, operates the X-ray scanners and the electronic declaration system and keeps the bonded yards. See Transit and the Terminal.

Supervises goods in the Talas Free Economic Trade Zone, goods for the United States bases and transit under customs seal; issues transit documents with the route and the exit crossing; accounts for the export duty on antimony concentrate with the licensed works.

Anti-Smuggling Department
Head: Ermek Jumagulov
Analyses risk on declarations, checks loads on information received, organises the weighing and sampling of ore and the checking of fuel consignments, and passes materials showing signs of an offence to the competent bodies. Receives reports of smuggling on the hotline.
